Add note for new writers who are still onboarding

For new tech writers who are still onboarding, the steps to add yourself to the stages.yml and codeowners files might be premature if you haven't had an opportunity to ramp up yet. This MR adds a note that onboarding writers can wait until they've completed their trainee phase before doing these steps.
