Add instructions to transition issue to help make handover more async

Evan Read requested to merge eread/add-section-for-group-information-to-transistion-issue into main

Coming out of discussions in: #667, we can write up more information for a newly-assigned writer during a handover of groups. This can make the process more asynchronous and could potentially allow for input from more than just the technical writer doing the handover.
