This MR improves the configuration of markdownlint for the project, and fixes some violations of the new rules.

Also remove unneeded docs release retrospective template which is baked into the issue at: https://gitlab.com/gitlab-org/gitlab-docs/-/blob/main/.gitlab/issue_templates/release.md#L49.
