Avoid using Ubuntu when Debian will work

What does this MR do and why?

I thought it'd be worth sticking with Alpine and Debian or Alpine and Ubuntu, but not both.

We can change which distribution we're using any time, but for now I thought we'd stick with Debian.

Also just centralized any version numbers and bumped some versions to the latest.
