Upgrade Vue CLI

This MR upgrades all Vue CLI dependencies to the latest version.

The compiled dist/ seems to be the identical before and after the upgrade.

A side-effect of this upgrade is that it bumps @babel/helper-compilation-targets to the latest version, which seems to fix some failures we've been seeing lately.
