Remove fuzz testing

Remove fuzz testing control. Currently the control does not work correctly and is being removed in Fuzz testing compliance control not showing (gitlab-org/gitlab#553102)

The feature is deprecated and planned for removal in 19.0 https://docs.gitlab.com/user/application_security/coverage_fuzzing/
