Make QA project available outside SAST
Whilst working on Add sbt for Java 21 in non-FIPS offline environ... (gitlab-org/security-products/analyzers/gemnasium!596 - closed) I noticed that we didn't have any downstream qa jobs for scala-sbt. When I tried enabling them, the jobs would complain that 'qa-spotbugs-sast' job needs 'spotbugs-sast' job, but 'spotbugs-sast' is not in any previous stage. This merge request seeks to remediate this.
