Upgrade pip, setuptools in the dependencies of the Dependency Scanning report.

This is needed to make the pipeline of gitlab-org/security-products/analyzers/gemnasium-python!56 (merged) pass, because it builds a new Docker image with new versions of pip and setuptools.
