Upgrade dependencies reported by Dependency Scanning

Changing the base image to Debian Buster (slim) causes the dependencies to change. More precisely, the packages are upgraded to newer versions.

This is needed for gitlab-org/security-products/analyzers/gemnasium-python!37 (merged).
