What this MR does

After the recent migration, The expectation artifact path has changed. This MR updates SAST Artifact URL points to the latest SAST artifact path
Updates SAST CI template to the latest stable version
Remove bandit based QA job since Semgrep is the current official analyzer for scanning .py files
