What this MR does

After the recent migration to the integration-test approach, the QA artifacts path has changed. This MR updates SAST Artifact URL points to the latest SAST artifact path
Updates SAST CI template to the latest stable version
Remove Spotbugs QA since starting 15.6, Semgrep is the official analyzer for scanning .java files
