Add test files and configuration

Add standard repo config, plus test files for Azure Resource Manager, Dockerfile, and Google Deployment Manager, OpenAPI.

This follows up on gitlab-org/gitlab!78863 (comment 823896761), where I tried some test files in my sandbox repo to validate support for these formats.
