Add note about -FREEZE branches

this merge request adds a note that you should not create a branch with the suffix -FREEZE when your intention is to raise changes against an existing -FREEZE branch. this is something i did recently and unintentionally introduced three protected branches. the consequences were pointed out to me on slack (internal link).
