chore: Update CODEOWNERS

What does this MR do?

Adds @cam_swords and @theoretick as CODEOWNERS for /dist as it's nice to reflect the Maintainers in the CODEOWNERS in some manner.

I like this split as it allows us to set other teams as Reviewers for the individual sections while the actual deployable assets are limited to Maintainers.

What are the relevant issue numbers?
