Release mobsf rules

What does this MR do?

The mobsf rules have been imported and reviewed in import mobsf rules (!518 - merged) • Hua Yan • 17.0, but not released yet.

This a follow-up MR that releases the mobsf rules.

• updated CHANGELOG.md
• update ci/deploy.rb to release mobsf rules
• add tests in qa/fixtures for the integration test
• fix a typo in the updated rule found by test scripts
