Move GitLab rules to be licensed under LGPL+CC

What does this MR do?

• Attribute the correct license to the java_deserialization_rule-JacksonUnsafeDeserialization rule
• Remove the GitLab rules directory and EE LICENSE
• Update deploy so that the GitLab mappings are deployed under the LGPL+CC LICENSE
