Draft: Release NodeJS Scan ruleset

What does this MR do?

Update the deploy.sh script so that the NodeJS Scan rules, located in rules/lgpl/javascript, are released. This MR will not change the results of the semgrep scan, only makes the rules available to semgrep to install.
