CI: Switch to manual releases

Dinesh Bolkensteyn requested to merge manual-release into main

Automatic releases are failing when commits land in main that do not update the CHANGELOG file: it attempts to overwrite the previous release, which fails.

Until we solve that issue, I am switching to manual releases so that we do not build a habit of seeing the main branch pipeline red, inducing alert fatigue.
