No gapanalysis on forks

Dinesh Bolkensteyn requested to merge dbolkensteyn/sast-rules:no-gapanalysis-on-forks into main

The gapanalysis job is consistently failing on all forks of sast-rules. This is because the downstream job requires additional permissions. However, even when those permissions are granted, the branch from the original repository will be pulled, meaning the wrong code gets tested.

Therefore this MR disables the gapanalysis job on forks.
