Sync bandit IDs and Primary IDs with published bandit ruleset

What does this MR do?

This MR further synchronizes the bandit IDs and primary IDs defined and published in the semgrep bandit ruleset

This MR changes:

  • Moves some B303 to B304
  • Removes -1 from IDs and Primary IDs where required
