Define primary ids in mappings
What does this MR do?
bandit includes some duplicate rules that need to be removed, but because of the way primary identifiers are generated sequentially, it's not possible to do that without changing some primary identifiers.
This MR adds the ability to predefined primary identifiers so that they don't change when the mappings are removed.
This MR does not predefine any primary identifiers, it only adds the ability to do so.
