Enable Go VET FP reduction for all project namespaces
What this MR does?
As the title describes, this MR enables VET FP reduction on Go(.go) files for all the project namespaces. It was earlier restricted only to GitLab internal projects(/gitlab-org). The decision on this is discussed here.
