Upgrade to Dependency Scanning report schema 14.0.4
What does this MR do?
Closes gitlab-org/gitlab#356259 (closed).
Upgrade to the latest version of the report library to adhere to the latest Dependency Scanning report schema (14.0.4).
Also, upgrade to Go 1.17.
