Use display_version field from version-manifest file instead of locked_version
What does this MR do?
In gitlab-org/omnibus-gitlab!4622 (merged), we are introducing a new field to version-manifest file, whose intend is to provide proper version strings that can be used by dependency scanner for checking against vuln DB.
