Update correct version range for CVE-2018-1098

There are two different files referencing CVE-2018-1098, and this one has an incorrect version range.

Updated it to match https://gitlab.com/gitlab-org/security-products/gemnasium-db/-/blob/master/go/github.com/etcd-io/etcd/CVE-2018-1098.yml, which is correct.

This is causing false positives in our scanner, as a known good version (3.3.25) is not registering as being fixed.
