The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features. What does this MR do?

Upgrade to browserker v1.0.23. This version requires some changes to DAST to work. These changes are listed below.
Rename entrypoint-fips.dast.sh to entrypoint.dast.sh
Update Dockerfile to add entrypoint.dast.sh and create cert folders
Update Dockerfile-fips change entrypoint-fips.dast.sh -> entrypoint.dast.sh
Move test_proxy_started from test-fips.sh -> test-squid.sh
