Add DAST_ALLOWED_HOSTS config

What does this MR do?

this merge request reinstates the ability to pass custom headers to external hosts by adding a new variable DAST_ALLOWED_HOSTS. i chose this name because it behaves in the same way as DAST_BROWSER_ALLOWED_HOSTS in browserker and felt some parity might simplify things for ourselves and for our customers.
