What does this MR do?

this merge request builds an image that downgrades python and jpype in order to try and narrow down on what's causing a segfault for a customer following an the upgrade from dast 2.16.0 to 2.17.0. between these versions we upgraded python from 3.9.5 to 3.9.10. please note that the process of installing python in this merge request isn't the most efficient and this should not be merged in its current form.
