Add DAST_EXCLUDE_URLS
What does this MR do?
To stop DAST spidering URLs they should be assigned to DAST_AUTH_EXCLUDE_URLS, however, excluding URLs is not restricted to authentication. This MR adds an alias of DAST_EXCLUDE_URLS to reflect that and renames auth_exclude_urls to exclude_urls on Configuration
