Pin to version 10.0.0 of the Secure schemas

What does this MR do?

DAST incorrectly produces reports with version: 2.3. This is not a valid version of the Secure schemas.

This MR updates the version to pin to version 10.0.0 of the schema. To ensure this never happens again, tests that verify the schema download it based on the version in the generated report.

The vendor.name: GitLab field has been added to conform to the new version of the schema.
