Combine 1.13.3 and 1.13.2 for release

What does this MR do?

Combines CHANGELOG entries from 1.13.3 and 1.13.2 into 1.13.2.

If we were to release right now, we would have release versions 1.13.1 and 1.13.3. There would be no 1.13.2, even though it is advertised in our CHANGELOG. This means that user's wouldn't be able to pin the DAST template to that version.

This MR combines all changes into 1.13.2, which reflects the fact that they will be released together.
