Remove tooling labels

As part of gitlab-com/www-gitlab-com#13068 (closed), the ~"type::tooling" label and its related sub-labels will be removed, and typemaintenance maintenance will be used instead. This change removes the tooling labels from danger-bot. Since typemaintenance maintenance labels are already treated functionally the same as tooling, additional changes are not needed.
