Enable SAST & LM for analyzers
Enable SAST for analyzers now that https://gitlab.com/gitlab-org/gitlab-ee/issues/12339 has been merged
Replaces !18 (closed), as CS is already enabled, DS wont be enabled until https://gitlab.com/gitlab-org/gitlab-ee/issues/7132, and DAST is non-applicable since these are libs not apps. This MR also uses our built-in templates in favor of the old approach.
