Add DS_JOB_TAG variable
What does this MR do?
Add a CI variable named DS_JOB_TAG,
and that controls the tags of the Dependency Scanning jobs.
This is needed to select the FIPS runners when the analyzer project triggers downstream pipelines in the test projects, to run job integration tests for the FIPS images of Gemnasium.
