feat: Release FIPS images if Dockerfile.fips present
Updates shared CI configurations to build and publish a FIPS patch and
tmp image release in the presence of a Dockerfile.fips.
Tested against gitlab-org/security-products/analyzers/semgrep!108 (merged)
