Move docker build/release jobs into their own template.
What does this MR do?
I've found myself copy-pasting the build/release jobs into multiple different projects. This change moves the docker tagging jobs into their own template so that they can be included individually.
What are the relevant issue numbers?
Does this MR meet the acceptance criteria?
