Draft: Do QA in Dependency Scanning jobs
What does this MR do?
Do QA in Dependency Scanning jobs, instead of having separate QA jobs.
Right now this is needed to test OpenShift compatibility because scanning jobs are unable to upload artifacts, to the report can't be checked by out of the scanning job. See gitlab-org/gitlab#290240 (comment 498268085)
