Remove MERGE_REQUEST_IID
What does this MR do?
Remove condition on MERGE_REQUEST_IID because
it's redundant with the inclusion of the CI template
for branch workflows.
Tested in gitlab-org/security-products/analyzers/klar!74 (closed)
