Remove QA for SAST in DinD mode

What does this MR do?

Update SAST QA template to remove the jobs used in DinD mode. These jobs depend on the sast job, which will be removed.

Warning! In test projects, QA for SAST in DinD mode will be skipped the moment we merge this though the pipelines won't fail.
