Remove QA for Dependency Scanning in DinD mode

What does this MR do?

Update Dependency Scanning QA template to remove the jobs used in DinD mode. These jobs depend on the dependency_scanning job, which will be removed in gitlab-org/gitlab!40614 (closed).

Warning! In test projects, QA for DS in DinD mode (currently master branch) will be skipped the moment we merge this though the pipelines won't fail. See https://gitlab.com/gitlab-org/security-products/tests/ruby-bundler/-/pipelines/182696738
