Add Secret Detection vendored template to analyzer.yml
What does this MR do?
Secret Detection has been spun off into its own vendored template. In %13.4, we will also be removing this analyzer from the SAST vendored template. This MR adds the necessary vendored template so we keep this check as part of our analyzer build process.
