Updating java versions requires a changelog entry and a tag/release

What does this MR do?

MR !22 (merged) needs a changelog and release. Also increasing max scan time as 0f33c6f6 never got to the performance metrics job, in otherwords, the max scan time was never tested for this pipeline.
