Add test for .tool-versions conflict handling

This MR adds a broken .tool-versions file to test the .tool-versions conflict handling introduced by !122 (merged).
What are the relevant issue numbers?
Testing
After adding this new test, I removed the .tool-versions conflict handling introduced by !122 (merged), and the integration test fails.
When I re-add the .tool-versions conflict handling introduced by !122 (merged), the integration test passes.
