Upgrade report to v6.2.1

What does this MR do?

Upgrade report/v6 version [v6.2.0 => v6.2.1]. This ensures that the "primary identifier" containing type: sobelow_rule_id is always the first element in vulnerabilities[].identifiers[].

Note: the sobelow analyzer was not impacted by this bug because theidentifiers list only ever contains a single element.
