Fix issue where remote rulesets are being ignored
What does this MR do?
A bug which caused remote rulesets to be ignored was fixed in Fix: do not update file passthrough value for l... (ruleset!34 - merged) • Craig Smith • 17.2 and released as ruleset v3.0.2.
This MR updates the version of the ruleset package from v2.0.9 to v3.0.2 in order to incorporate the fix into this analyzer.
