Update to sast rules 1.3.39
What does this MR do?
This MR brings semgrep back to the main branch of sast-rules by upgrading to v1.3.39.
This update does not include any of the rule removals as they were reverted in gitlab-org/security-products/sast-rules!214 (merged)
