Update to sast rules 1.3.13

What does this MR do?

Since gitlab-org/security-products/sast-rules!150 (merged) has been merged, the branch has been deleted which breaks Docker build. This MR upgrades sast rules to the latest version and removes the reliance on the deleted branch from the Dockerfile.
