Draft: Update primary ID in gosec ruleset

This MR uses the gosec ruleset from gitlab-org/security-products/sast-rules!149 (merged) to illustrate that -1 is required in the primary identifiers, so that they match the primary identifiers in to current gosec semgrep ruleset.
