Remove react rules as they're no longer necessary
What does this MR do?
The react semgrep rulecheck tests aren't as useful as they once were now that we have similar rule tests in sast-rules, so this MR removes those tests.
This MR also removes semgrep-rules-test job at running the react semgrep test was it's only function.
