Bump analyzers/report to include new OWASP identifier formatting

What does this MR do?

Integrates report!53 (merged) changes to OWASP identifiers. This change updates the way we parse our the semgrep rule files both include the year (unblocking !196 (closed)) and improve formatting of the identifier name to include the value.
